Arc’s Contract Services provides employment opportunities and training for people with developmental disabilities while also serving the needs of the local business community; operating at many sites throughout the county including National Grid’s Investment Recovery unit in Liverpool, NY, and contracts with New York State on janitorial jobs. Arc Contract Services employs approximately 100 people in Onondaga County and provides the Syracuse area with more than $1.5 Million in outsourcing services such as custodial, recycling, sorting and mailroom services.

Arc of Onondaga’s 2024 William B. Joslin Outstanding Work Performance Award Winner
When Anthony graduated from high school in 2021, he didn’t really have a plan. He didn’t have a lot of experiences in high school to direct him in what he might like to do in the future, so he and his parents met with and were evaluated by an employment agency hoping to find somewhere he could make an impact but were left with more questions than answers. “He was told he wouldn’t be a good fit for employment,” said his mother, Michele. “He never had a chance. The agency only met him once.” Anthony and his family came to Arc of Onondagas Employment Options program in 2022. They were confused and disheartened from their previous experience, but were hoping Arc could help. Usually, a community-based work assessment would consist of 15-20 hours of different opportunities to see where an individual might find their fit, but Chris Simone, Employment Options Manager for Arc Contract Services and the Arc team pulled out all the stops partaking in the largest assessment they had ever done; 60 hours of work try-outs. “Right away I knew he’d be successful,” said Chris. “He performed well in whatever task we presented to him, always did what was expected, and had great family support. He follows directions and works hard. He would have been successful no matter where he landed, but we wanted to find the right fit.”
Anthony tried a good mix of jobs: kitchen duties, mail room, food service, computer work, stocking shelves, pushing carts. He was good at them all, but none seemed to fit. Then, in November of 2022, NYSID procured a new contract with OCRRA in their Amboy Composting site depackaging food from their containers so it could be recycled and used for compost and mulch. Anthony was immediately assigned to that job and found his perfect fit. “I felt like it was the right job for me. It gives me experience and changes every day. It is my own job, separate from the rest of my family.” Everyone was thrilled, including his parents. “One of the reasons it fits so well for Anthony is the fact that the task is repetitive, but the work is always changing,” said Michele. One day Anthony is pouring out spaghetti sauce from jars and the next day he is opening cereal boxes or separating produce and even meat. “It is always changing, but still repetitive, and that works really well for him.”
“Its very hard to find committed employees who not only want part-time work, but are happy about it,” said Jim Pitts, Enclaves Manager for Arc Contract Services. “It can be a dirty job and you never know what you might be walking into for the day, but Anthony shows up, and, he enjoys it!” Since his time working with OCRRA, Anthony has never called in sick or missed a day. When there is no food to be depackaged, he sweeps the floors and cleans the work area. “Anthony is an essential part of the depackaging program at OCRRA’s Amboy Compost Site,” said Maria Bianchetti, Recycling Operations Manager at OCRRA. “He is a pleasure to work with, and when he is in the barn working, he improves everyone’s spirits. He is a consistently hard worker, and we would not have as successful of a program without him!”
Being at the OCRRA site since the beginning of its contract with NYSID has been a rewarding experience for Anthony, his family and OCRRA. “He’s given 100% since day one,” said Steve Ludwig, Operations Manager for Commercial Contracts at Arc. “The guys at OCRRA are great to work with. They’re accepting and welcoming, and Anthony needs minimal supervision on site. He’s filling a need and doing a great job. He really enjoys the work. He is a part of their team. So much so that they even included him in their informational video.”
When not working, Anthony enjoys being outside, cooking, playing video games, going to trivia night, and spending time with his family and three older brothers and sister-in-law. He also enjoys his weekly trips to Barnes & Noble with his friend Dan. He says he feels proud of his job and the work he does, and worked hard to get the position because he had to interview for it. He likes earning his own money and feels good when he can buy books and things for himself, and give gifts for special occasions like graduations and weddings.
